Black Manta is available for 1,500 Vbucks ($15 USD) and includes the outfit plus Manta Pack back bling. If you really want to kit out you can get your hands on the Manta Blades harvesting tool for an additional 800 Vbucks.
Today marks the release of Aquaman as a collectible outfit in the Season 3 battle pass.
